Exclusive: Anti-graft activist Shabunin on Ukraine's corrupt and criminal law enforcement elite

Vitaliy Shabunin of the Anti-Corruption Action Center told Radio NV that a senior Prosecutor General's Office official is accused of protecting call centers that defrauded vulnerable citizens, some allegedly driven to suicide, with Czech investigators reportedly seeking help from the same office on related cases. He argued the office itself may have been shielding criminal activity targeting citizens of EU states that help fund Ukraine's war effort.

Shabunin dismissed speculation about whether President Zelenskyy would fire Prosecutor General Ruslan Kravchenko, noting Kravchenko resigned before the interview aired, and argued firing individuals changes nothing without a competitive appointment process for the post. He pointed to Zelenskyy's earlier refusal to remove State Bureau of Investigation chief Oleksiy Sukhachov despite unresolved questions about extensive real estate registered to his brother as evidence that personnel change alone accomplishes little.

He noted the European Union is conditioning funding on reform of how the prosecutor general is appointed, framing it as a straightforward trade Ukraine has so far failed to make.
