



Ukraine has shown European allies intercepted Russian plans to cut electricity, heat, and water to major cities this winter, the New York Times reported, citing a document Ukrainian officials presented in Paris two weeks ago. The plan reportedly involves up to 1,000 missiles, drones, and bombs aimed at substations, hydroelectric plants, thermal plants, and boiler facilities.
Most alarming, per the document, is an apparent effort to force Ukraine's three operating nuclear plants offline by striking the substations connecting them to the grid, alongside strikes on water pumping and treatment facilities using ballistic missiles and glide bombs. Russia has not previously conducted large-scale attacks on water infrastructure.
Kyiv, Kharkiv, and Odesa are reportedly primary targets, with potential power and heat cuts of up to 90%. Ukraine says it has been reinforcing substations and civilians have stocked power banks and gas heaters after enduring last winter's outages.
