A federal court has ordered the Trump administration to release billions in climate grants it terminated last year, money originally aimed at Black, low-income, and disadvantaged communities including Jackson, Mississippi, where residents have endured brown tap water and related health problems for years.

The $2.8 billion program was authorized by Congress under Biden's Inflation Reduction Act and reached Jackson in 2023, but no funds had actually gone out the door before Trump took office and killed the program in 2024. Community organizers like Dominika Parry kept pressing the case through more than a year of limbo before courts intervened.

The ruling centers on whether the administration can unilaterally roll back congressionally authorized climate spending, and for now the answer from the bench is no.

Terminating a program before a single dollar reaches the people it was meant to help is not fiscal discipline, it is just delay dressed up as policy. The people drinking brown water were never the ones asking for a legal battle over executive authority.
