Brazil's Senate passed a bill Thursday to regulate exploration of critical minerals including rare earths, sending it to President Lula for signature.
The legislation sets up a legal framework and tax incentives for domestic processing, plus a fund to support mining projects. Brazil holds the world's second-largest rare earth reserves and hopes to become an alternative to China, which currently dominates the global supply chain.
