German Foreign Minister Johann Wadephul said in Ottawa that Vladimir Putin's possible attendance at the December G20 summit in Miami could open a path to serious negotiations on ending the war in Ukraine, calling the U.S. invitation a litmus test of Kremlin sincerity.

Secretary of State Marco Rubio confirmed the invitation on Sept. 23; the Kremlin says Putin has not decided whether to attend and calls it too early to discuss any Trump meeting agenda. Putin has not attended a G20 summit in person since 2019.

EU foreign policy chief Kaja Kallas and Italian Prime Minister Giorgia Meloni have voiced reservations that inviting Putin risks normalizing a leader accused of launching a war and violating international law, and 14 U.S. senators have urged Trump to rescind the invite.

President Volodymyr Zelenskyy says he would attend and meet Putin in Miami if Putin goes, while the Kremlin maintains Zelenskyy should instead travel to Moscow, with unspecified preconditions from Kyiv first.

Calling an invitation a litmus test is a polite way of saying nobody actually knows what Putin will do with it, including apparently the people who sent it. Fourteen senators want it rescinded, Rome and Brussels are uneasy, and the Kremlin says it's simply too soon to say. That is a lot of hedging for an event that is supposedly about opening a path to peace.
