Ukrainian President Volodymyr Zelensky called a shootout between officers of the Main Intelligence Directorate (HUR) and the Security Service (SBU) in Kyiv “absolutely shameful,” demanding internal investigations and accountability up to the leadership level. He signed a decree dismissing Oleh Khramov, an SBU department head, shortly after the address.
The two services said they were separately running operations to stop an alleged Russian plot against a Russian opposition figure, reportedly Stepan Kaplunov of the Russian Volunteer Corps, according to Ukrainian outlet RBC Ukraine. Witnesses filmed the September 2 confrontation, and the footage spread on Telegram.

Two branches of the same country's security apparatus opening fire on each other while chasing the same target is not a coordination problem, it is a punchline that happens to involve live ammunition. Firing one official is a start, but a decree only fixes the org chart, not whatever let two agencies stumble into a shootout without knowing the other one was even in the building. Somebody's radio silence cost more than embarrassment here.
