The U.S. Postal Service issued a final 95-page rule tightening mail-in voting requirements ahead of November's elections, despite a federal judge in Boston having already blocked the changes from taking effect. USPS says the rule will activate immediately if that injunction is lifted, requiring states to supply lists of voters who received mailed ballots and unique barcodes on ballot envelopes.

The rule stems from an executive order President Trump signed in March, following years of his false claims that mail-in voting cost him the 2020 election. USPS says it will not inspect ballot contents or record party affiliation, only exterior address and barcode data.

Democratic election lawyer Marc Elias said USPS had 'caved to Trump,' while many states and congressional Democrats argue the agency lacks authority to overhaul election procedures this close to a vote. USPS declined to comment, citing ongoing litigation.
