Minnesota city can use paper voter rosters

The Minnesota Supreme Court ruled that the city of Oak Grove may use paper voter rosters rather than electronic ones for the 2026 election. The court found paper is the legal default unless a jurisdiction formally notifies the Secretary of State it's switching to electronic rosters, and Oak Grove never did.

With no such notification on record, the city retains authority to keep using paper rosters at its precincts.
