President Volodymyr Zelenskyy criticized Kyiv city authorities for failing to implement nearly all measures under the capital's resilience plan, warning that officials at the Infrastructure Ministry and regional administrations would be held 'personally accountable' for delays. The warning came as Zelenskyy also described 'extensive damage' to the power grid from recent Russian strikes, with round-the-clock restoration work underway.
Kyiv's plan had been approved in early August with funding of 37 billion hryvnias, split between the city and the state, after Mayor Vitali Klitschko said the cost had already been cut nearly in half from initial estimates. Klitschko has separately told AFP that Kyiv is entering 'survival mode' ahead of winter and advised residents with options elsewhere to consider leaving temporarily, while insisting he would never call for a full evacuation.
