Putin shows no sign of halting strikes during U.S. envoys’ Kyiv visit

The Institute for the Study of War said in a Sept. 4 analysis that Russia is unwilling to guarantee the safety of a U.S. delegation, envoys Steve Witkoff and Jared Kushner, visiting Kyiv on Sept. 6 after a stop in Moscow. ISW reads the stance as Moscow refusing to accept Washington as a genuine mediator and instead trying to force the U.S. into talks strictly on Russia's terms.

Ukrainian President Volodymyr Zelensky confirmed the visit and said Ukraine suspended long-range strikes on Russia to allow it, while conflicting reports circulated about a broader front-line pause: Ukrainska Pravda cited an order to hold fire through Sept. 8, Suspilne sources denied any ceasefire, and RBC-Ukraine said Kyiv was still awaiting a Russian response.

The New York Times reported the U.S. had separately asked Ukraine to pause drone strikes on Moscow and Russian energy sites during the envoys' trip, even as Vladimir Putin gave no indication strikes on Ukraine itself would stop.

You can tell how seriously Moscow takes the idea of American mediation by whether it bothers to promise the American mediators won't get shot at. It didn't bother. Sending the in-laws to broker peace while the shooting continues around them is a bold negotiating strategy, and not the good kind of bold.
