The Department of Homeland Security has issued a request for information seeking a contractor capable of collecting publicly available voter registration and voting history files from all 50 states, D.C., and U.S. territories, to be used by its Homeland Security Investigations unit for what the agency calls fraud detection. DHS says collection would happen annually, starting with a limited number of jurisdictions before potentially expanding.

The agency says it does not want party affiliation data and that contractors must avoid political targeting or ranking of jurisdictions, though no contract has yet been awarded and DHS has not disclosed a budget.

The request follows Trump's July declaration of an 'election security nightmare' and released documents he said proved Chinese meddling — material that overlapped substantially with a 2021 intelligence assessment which concluded China did not interfere with 2020 vote tabulation or results. The Supreme Court this week also sided with the administration in a related suit over voter eligibility lists and mail ballot restrictions.
