Japan: Record rain in Chiba kills eight as thousands stranded at Narita Airport

At least eight people have died after record rainfall hit Chiba prefecture near Tokyo, cutting power to more than 20,000 households and stranding thousands at Narita Airport. Authorities issued their highest-level emergency warning Thursday, later downgraded, while continuing to warn of landslides and flooding; more than 100,000 households were told to evacuate.

Chiba logged over 100mm of rain per hour since Thursday afternoon, roughly triple the average for August and the highest hourly volume ever recorded in Japan, according to authorities. Among the dead was a woman found in a submerged car; two others collapsed in the street and later died. Rail services and highways remained suspended Friday, though Narita said flights were expected to resume normal operations.

The flooding follows a week of storms across the region, including Typhoon Dolphin, which cut power in Okinawa, and separate storms that prompted the evacuation of more than a million people in China and school closures across the northern Philippines.
