The White House announced a joint U.S.-China Board of Trade initiative dubbed “30-for-30,” which is not a documentary series but a pair of lists: American products China might consider for reduced tariffs, and Chinese products the U.S. might consider for the same, in a supposedly reciprocal arrangement.
Nothing in the release specifies what is actually on either list, what the tariff reductions would be, or when any of it takes effect. The language throughout is conditional: products are ‘recommended for consideration,’ treatment is to be provided ‘with a view toward,’ and everything remains ‘consistent with respective domestic laws and processes,’ a phrase that means exactly what each government decides it means later.

✒ FROM THE EDITORIAL DESK
Two countries that spent years slapping tariffs on each other now want applause for producing a list of things they might stop taxing so much, someday, maybe, if the paperwork lines up. That is not a trade deal, it is a wish list with letterhead. Ask any farmer who has waited on a promised buyer and he will tell you a recommendation is not a check.
