St. Paul police chief sues mayor, city over sexual harassment, retaliation

St. Paul Police Chief Axel Henry sued Mayor Kaohly Her and the city, alleging months of sexual harassment including doctored photos of officers with exaggerated physique features, unwanted touching during a budget meeting, and gym-adjacent noises Henry found unwelcome.

A city-commissioned investigation found Her engaged in 'offensive and inappropriate behavior' but did not substantiate the sexual harassment or retaliation claims. Henry says the city withheld the full report and released only the parts favorable to the mayor, while retaliating against him for reporting the conduct in the first place.

Her's office says she is complying with the investigation's recommendations and continuing to lead the city; it also confirmed she pulled her security detail from the St. Paul police in favor of the county sheriff's office. The city declined further comment, citing active litigation.

When a city hires investigators, gets a report it paid for, and then hands out only the chapters it likes, that tells you more than the report does. And pulling your security detail away from the very department you are quarreling with is the kind of move a person makes when the fight is over, not when it is being reviewed. Somebody is going to read that full document eventually, and it won't be because City Hall volunteered it.
