A GAO audit found ICE has wasted millions of taxpayer dollars while rushing to expand detention capacity since January 2025, pursuing six new initiatives without the analysis or planning normally required before spending billions of dollars.
The agency purchased 11 warehouses for roughly $1.07 billion to convert into detention space, and by June 2026 was already trying to sell seven of them, having spent over $20 million on nonrecoverable costs like zoning assessments and security that it will never get back.
GAO recommended ICE develop a strategic plan with actual goals and resource estimates; DHS agreed but says ICE won't finish that plan until August 2027, more than two and a half years after the spending spree began.

Buying eleven buildings and putting seven back on the market inside two years is the kind of thing that gets a man's checkbook taken away at home. Twenty million dollars in zoning studies and fence work on property you no longer want isn't a rounding error, it's a lesson somebody should have learned before the second warehouse. And the plan that explains what any of it was for shows up in 2027, which is a funny time to start asking what you're building.
