4th Circuit: Election ad discount is just for candidates

The Fourth Circuit ruled the FCC overstepped when it issued a public notice this spring claiming its lowest-advertising-rate requirement for broadcast stations also applied to political parties and joint fundraising committees, not just individual candidates. The court held the rule's language applies exclusively to candidates and set the notice aside as void.

The rate requirement covers the 45 days before primaries and 60 days before general elections.
