Non-Profit Pharmaceutical Manufacturer Delivers Drug Access to Rural Hospitals

Civica Rx, the country's only non-profit generic drugmaker, has launched a program with the Helmsley Charitable Trust to help rural hospitals secure generic drugs during shortages, which by the American Society of Health-System Pharmacists' count are a near-constant feature of American healthcare, with 200 to 300 active at any given time.

The $3.2 million grant covers membership fees for hospitals in nine states — Hawaii, Iowa, Minnesota, Montana, Nebraska, Nevada, North Dakota, South Dakota, and Wyoming — giving roughly 225 hospitals and 6,750 beds access to Civica's stock without requiring them to commit to minimum purchase volumes. Civica says nobody it has approached since Memorial Day has said no.

The pilot aims to enroll about two-thirds of the roughly 330 eligible hospitals in the region, with organizers hoping the arrangement also lowers hospital costs. It is a three-year grant, and both organizations say they hope to extend and expand it nationwide if it works.

It says something about the state of American drug supply chains that keeping essential medicine on hospital shelves now depends on a charitable trust's three-year grant rather than, say, a functioning market or a federal backstop. Godspeed to the pilot program, but a country where amoxicillin access is a philanthropy project has bigger problems than logistics.
