Reminding people to check their smoke detectors costs nothing and helps somebody, so no complaints there. But tucking a half-built federal wildfire agency and a vague executive order into the same breath as 'test your alarm monthly' is a bit like a landlord handing you a flashlight while mentioning he's still thinking about fixing the wiring. The actual test of any of this comes next fire season, not in a holiday message.
