Estonian Foreign Intelligence Service chief Kaupo Rosin told The Telegraph that discontent with the war is growing across Russian society, including among oligarchs, and that any collapse of the Russian state would happen suddenly rather than gradually. He said there are currently no signs of street revolution, but that attitudes among people with access to money, weapons, and information matter more.

Rosin said Russian battlefield losses exceed recruitment and that the economy has taken a serious hit, partly from Ukrainian strikes on oil infrastructure. He estimated Russia's budget deficit could reach half its defense budget, and said sanctions have made borrowing far more difficult for the Kremlin.
