More GOP party platforms include anti-IVF language. Is surrogacy next?

Idaho lawmaker Brooke Green used IVF and then surrogacy to have her two sons, the latter timed around a breast cancer diagnosis that made pregnancy dangerous. Meanwhile, Republican parties in Idaho, Texas, Missouri, North Carolina and Oklahoma have added anti-IVF or anti-surrogacy language to their platforms, and Guttmacher Institute counts 36 fetal-personhood bills introduced in 17 states this year, all so far defeated.

Texas's 2026 platform explicitly opposes public IVF funding and calls parts of IVF and commercial surrogacy 'destructive practices,' while also targeting surrogacy involving foreign nationals over citizenship concerns. Congressional Republicans have blocked legislation to protect IVF nationally, even as President Trump has voiced support for lowering its cost without taking concrete action.
