Ukraine, U.S., Russia to discuss limited ceasefire during trilateral talks in October

Trilateral talks between the U.S., Ukraine, and Russia could resume in October, focused on a limited ceasefire covering Black Sea shipping and energy infrastructure strikes, according to the New York Times. U.S. envoys Steve Witkoff and Jared Kushner visited Moscow on September 5 and Kyiv the next day, the first such joint trip aimed at reviving stalled negotiations.

Trump spoke by phone with Putin on September 8 and afterward claimed Moscow was ready to make a deal, but did not call Zelenskyy. Kushner has said Washington's ambitions go beyond a ceasefire toward a lasting settlement, while also acknowledging a real gap in vision between the parties over territorial control.

Ukrainian intelligence chief Kyrylo Budanov confirmed the two sides are 'preparing for October.' Russian Foreign Minister Sergei Lavrov, meanwhile, has told Zelenskyy that any meeting with Putin would require him to travel to Moscow.

Calling up one leader after a 'wonderful conversation' and forgetting to dial the other side isn't an oversight, it's a preview of whose terms are getting written first. A ceasefire that only covers shipping lanes and power plants sounds less like peace and more like a truce over which targets are currently inconvenient. Everybody involved keeps using the word lasting, but so far the only lasting thing is the gap over territory nobody's agreed to talk about yet.
