Ten million dollars spread across every school in the country comes out to about enough for a new rope to climb and maybe the rope burns. The old test from the 1950s worked fine because it asked kids to run and do pull-ups, which cost nothing and still don't. You can bring in wrestlers to make it look exciting, but the kids will still be the ones running the laps, and the secretary will be the one smiling for the cameras.
