A proclamation that says a government will never waver is a promise with no expiration date and no way to check it against anything, which is exactly how these things are built. Saying you'll open every door is a fine sentiment until somebody asks which doors, which budget line, which program. Awareness months are cheap to proclaim and cost nothing to break.
