Ukraine's Foreign Minister Andrii Sybiha said he is in daily contact with his South Korean counterpart to resolve a dispute over the transfer of two North Korean prisoners of war, calling the fallout a 'diplomatic misunderstanding.' The row began when President Zelenskyy publicly announced the transfer at the UN General Assembly on Sept. 23, which South Korea says violated an agreed confidentiality arrangement meant to protect the soldiers and their families back home.

Seoul summoned Ukraine's acting ambassador and demanded an explanation and apology; Kyiv's Presidential Office denies any confidentiality commitment existed. South Korean officials say the denial itself damages trust between the two governments, even as a senior Seoul official acknowledged Ukraine had given advance notice that Zelenskyy intended to mention the prisoners.

Two countries that otherwise need each other are now arguing in public about who promised what in private, which is its own small proof that nobody wrote anything down. Calling it a 'misunderstanding' is the diplomatic version of saying you forgot you told your neighbor not to tell anyone about the fence line. Whatever happened, the two soldiers in the middle of it didn't get a vote either way.
