When the fallback plan for protecting a federal civil rights law is 'ask your barber to mention voter ID requirements,' something upstream has quietly given up. Community goodwill is nice, but it was never designed to replace statutory teeth. The gap between 'elected leaders must act' and 'in the meantime, please chat with your customers' is doing a lot of unacknowledged work here.
