You don't need a war room to notice which side gets the stern talking-to and which side gets a pass, you just need to read the same newspaper twice in one week. A passenger train gets bombed and the president is quiet as a church mouse, but a diesel depot gets hit and suddenly he's got plenty to say. Even his own editorial page, not exactly a den of Ukraine cheerleaders, can do that arithmetic.
