Turkish President Erdogan intends to offer Ankara as a mediator for Ukraine talks when he meets Vladimir Putin at the Shanghai Cooperation Organization summit in Bishkek, according to Russian state agency RIA Novosti citing a Turkish government source. The meeting comes as trilateral U.S.-Ukraine-Russia talks have been stalled since February 2026, with the Kremlin insisting Ukraine withdraw from Donbas territory it still holds before resuming negotiations.

Zelenskyy's June open letter proposing a direct meeting, ceasefire and prisoner exchange drew a dismissive response from Putin, who called it insolent and declined to meet. Ukrainian intelligence officials said in August there were no battlefield signs Russia was preparing to move toward genuine negotiations, and the Financial Times reported Putin was unlikely to negotiate constructively before 2027 at the earliest.

A mediator offer is easy to make when neither side has shown any actual interest in mediation, and Erdogan has now made this pitch enough times that it functions more as a standing diplomatic press release than a plan. Meanwhile the actual battlefield and the actual peace letters keep telling a different story than the summit sidelines do. Bishkek will produce photographs; February 2027 remains the more honest forecast.
