US District Judge Indira Talwani in Boston blocked the US Postal Service nationwide from implementing part of an executive order tightening mail-in voting rules ahead of the November midterms.

The ruling expands an earlier June order that only stopped enforcement in 23 mostly Democratic-led states, after voting rights groups pushed for a nationwide block.

The rule would have required states to hand over voter lists and adopt new balloting procedures or else USPS would refuse to deliver ballots; plaintiffs argued the agency had no legal basis to withhold delivery.

The full dispatch is available from the source below.

✒ FROM THE EDITORIAL DESK
An executive order that threatens to withhold mail unless states comply with new demands is less a policy than a hostage note with a return address. Courts keep having to explain, patiently and repeatedly, that the Postal Service is not a leverage tool. That this needs saying twice in two months tells you everything about how this order was designed.
