Over 50,000 ballots never made it to voters in Arizona’s primary election. That isn’t unusual.

At least 50,000 mail ballots went undelivered during Arizona's July 21 primary, according to Votebeat's review of 11 of the state's 15 counties, a rate consistent with prior elections including roughly 71,000 undelivered in the 2024 general election. Ballots return when addresses are wrong or forwarding orders are on file, and Arizona ballots legally cannot be forwarded.

Navajo County Recorder David Marshall drew national attention, including from President Trump, after flagging over 900 then 1,300 returned ballots as a mysterious Postal Service 'issue.' Postal Service review of a sample found nine of ten had valid return reasons, and a later 200-ballot sample found two-thirds involved change-of-address orders, prompting the county's own statement to walk back the alarm as 'routine.'

State and county officials, including the Arizona Attorney General's Office, have since concluded the numbers reflect normal election administration rather than any postal failure, even as heightened scrutiny of mail voting continues nationwide.
