He called the concept 'ridiculous' and Canada a 'terrible trading partner,' while conditioning any retaliation on whether he judges the move hostile to the U.S.

A trade policy that hinges on whether the president feels slighted that week is not a policy, it's a mood ring. Canada gets called terrible and ridiculous in the same breath, which is a strange way to keep a trading partner from wandering off. If tariffs are the answer to every hurt feeling, somebody ought to ask what the actual question was.
