The Trump administration filed a Federal Register notice proposing to exclude noncitizens without green cards from the 2030 census, a change that could shift federal funding formulas and the allocation of House seats among states.
The administration's stated rationale is that such noncitizens lack sufficient ties and allegiance to count as inhabitants, a standard nowhere found in the 14th Amendment's instruction to count the whole number of persons in each state. The proposal also strips questions on race, ethnicity, and sexual orientation while adding a citizenship question the Supreme Court already blocked once, in 2019.
The census has counted race and ethnicity since 1790. Legal challenges are expected, and the public gets 30 days to comment starting Thursday.

The Constitution says to count the whole number of persons, which is about as plain as a stop sign, and somebody has decided it needs interpreting. And they picked the same citizenship question a court already sent back once, like a man who returns a leaky hose to the store, gets told no, and walks it right back up to the counter. You get thirty days to say what you think about it, so make them read the mail.
