The White House announced the President's signature on four bills passed by Congress: a land-deed cleanup for a small Paducah, Kentucky parcel, a spending-transparency measure called the Stop Secret Spending Act, an extension for a planned EMS memorial in Washington, and a codification of disaster-related tax deductions named for outgoing Rep. Doug LaMalfa.

The transparency bill expands reporting requirements for federal spending agreements, a modest bureaucratic tightening rather than a sweeping reform. The disaster tax bill locks in deductions for wildfire relief payments and casualty losses, extending existing relief rather than creating new benefits.

Four bills signed, and about three of them could fit on an index card. Calling a small land-title fix and a memorial-fund extension the same kind of news as a nine-figure tax break is a neat trick, the kind where nobody has to say which one actually mattered. Naming the tax bill after a retiring congressman is a nice retirement gift, paid for by the rest of us.
