A prison system running on forced overtime and understaffed wings isn't a secret, it is just the kind of problem that loses elections instead of winning them. Whoever takes the governor's chair next will find the same overworked staff and the same budget fights waiting, because nobody fixed the pipes while the water was still running fine. Easiest thing in the world to ignore a leaky roof until the day it caves in on somebody's shift.
