Senators Ted Cruz, Amy Klobuchar and John Thune are drafting legislation to address what they call the “catastrophic risk” of AI, spurred by industry warnings about rogue autonomous systems and researcher resignations over safety concerns. Klobuchar says the goal is requiring developers to let government experts test and verify models before release, arguing “we cannot allow the release of dangerous models, including those that evade the control of their developers.”

But Senator Maria Cantwell warns the effort could function as a “backdoor” version of Cruz's earlier push for a 10-year moratorium on state AI regulation, which Republicans dropped from a tax bill last year under pressure. Cruz, meanwhile, has publicly suggested Senator Bernie Sanders' call for a development pause was cooked up at the behest of the Chinese Communist Party. Sanders, unbothered, predicts support for a pause will only grow as more people ask, in his words, how anyone can keep building superintelligence without knowing what that means.

You've got a chairman who spent last year trying to stop states from writing any AI rules at all, now co-authoring a bill about catastrophic risk, and you're supposed to believe the compass just found north on its own. Maybe it did. But when the same folks who called regulation a job-killer start using words like extinction, it's worth asking whether the bill protects the public or just protects the industry from fifty different state legislatures. Watch what happens to the moratorium idea before you believe anybody's had a change of heart.
