K-12 Education: Facility Issues Led About One in Five Districts to Cancel School in 2024-25, Affecting 2 Million Students

GAO's nationwide survey found 19% of school districts canceled classes in 2024-25 due to facility problems, mainly plumbing emergencies and extreme classroom temperatures, affecting an estimated 2 million students and 3.5 million lost learning days. One district canceled school after classroom temperatures hit 110 degrees. Nearly half of all districts reported chronic facility issues that regularly disrupted learning.

Some 55% of districts said their facilities budgets were insufficient, and 73% blamed limited state formula funding. Districts have tried preventive maintenance and community buy-in campaigns to stretch dollars, while some states directed dedicated revenue, like excise taxes, toward facilities.

A classroom hitting 110 degrees isn't a funding gap, it's a building that should have been fixed years ago. Districts calling their own budgets insufficient isn't a complaint, it's just arithmetic done out loud. When almost half the school buildings in the country have chronic problems, that's not bad luck, that's a bill nobody wanted to pay coming due all at once.
