The Government Accountability Office reports that of 139 recommendations made to the Office of the Director of National Intelligence since 2011, 76 have been implemented, roughly 55 percent, while 57 remain open covering workforce management, personnel vetting, and infrastructure. GAO closed six others for reasons like a program ending.

The report is GAO's fourth mandated submission under a 2023 defense authorization provision requiring annual accounting through 2028. In July 2026, GAO flagged six of the outstanding recommendations as priorities the office should address first.

Fifteen years is enough time to raise a kid who can drive, and this office still has not closed half its own audit list. GAO keeps politely filing the same homework assignment every year, and the intelligence community keeps politely not turning it in. At some point 'we prioritized six of them' starts to sound less like progress and more like picking the easiest chores off a long list to feel better about ignoring the rest.
