In Ranjan Wijerathnapura, a low-income Colombo settlement, residents like three-wheeler driver Nalin Kaluwitharana rely on state-supplied pipe-borne water even as authorities urge conservation amid drought and tariffs rise. Many homes lack storage tanks, so cuts and maintenance work disrupt supply directly, and neighbor Linda Arulanantham reports water turning muddy right after outages, filtered only by those who can afford a filter.

Officials describe a system in transition: community water schemes built in the 1990s around then-clean springs and streams are now contaminated by decades of development, agriculture and livestock farming, according to the Department of National Community Water Supply. A national utility official insists Colombo faces no distribution challenges outside rare emergencies, while a Ministry of Health consultant notes NWSDB coverage in the Western province only reached 58.7% of households by 2024, leaving a substantial share dependent on wells and other unmonitored sources.

Climate variability compounds the problem, with floods flushing sewage and waste into water sources and droughts pushing people toward less protected alternatives. Major reservoirs sit at 55% capacity as of late August, and a Mahaweli Authority engineer says the real constraint isn't water availability but limited conveyance capacity to move safe water where it's needed.
