



Radio Free Europe/Radio Liberty reported an intercepted Russian document outlining strikes on 60 Ukrainian energy and municipal targets, including ten hydroelectric plants, three nuclear stations and cross-border interconnectors that bring in EU electricity. The plan reportedly budgets specific missile and drone counts per target, including Iskander-M missiles for nuclear plants and Kinzhal missiles for hydro stations.
Kyiv, Kharkiv and Odesa are named as primary targets for full utility collapse, with a dozen more cities also listed. Energy Minister Denys Shmyhal said last month that intelligence services obtained two such winter attack plans and that even Ukraine's partners were shocked by their calculation.
Ukrainian diplomats have reportedly shared the intercepted plans with European capitals to speed deliveries of air defense systems and grid repair equipment before temperatures drop.
