Coast Guard: Actions to Address Sexual Misconduct Underway but Incomplete

A GAO review finds the Coast Guard has completed 36 of 49 reform actions identified since a 2023 investigation into decades of mishandled sexual assault cases at the Coast Guard Academy, including the 1990-2006 cases probed under Operation Fouled Anchor. About 18 percent of women and 4 percent of men in a 2022 workforce survey reported experiencing sexual harassment. GAO found the service still lacks updated timelines for unfinished actions and has no system to collect employee feedback on whether the reforms are working.

The report also notes the Coast Guard is statutorily required to report to Congress annually on sexual misconduct, yet its 2023, 2024, and 2025 reports were all late and still missing required elements, despite officials insisting the 2025 report is complete. The service also failed to notify Congress about Operation Fouled Anchor until media reporting was imminent. GAO's recommendations, first made in January 2026, remain only partially implemented.

A service can announce forty-nine fixes and still leave the important ones half-done, the way a landlord promises to fix the furnace and shows up to paint the porch instead. Calling a report 'complete' while auditors find missing pieces is its own kind of tell. Congress asked for a status update years ago; getting a straight, on-time answer still seems to be the hardest reform on the list.
