Trump signs proclamations imposing new drone tariffs, orders Navy to allow shipbuilding abroad

Alongside the drone tariffs, Trump signed a memo directing Defense Secretary Pete Hegseth to replace aircraft carriers' Advanced Electromagnetic Launch Systems and Advanced Weapons Elevators with older steam and hydraulic systems, and to establish a fifth Naval shipyard.

The order also temporarily allows foreign shipbuilders to build up to two American warships in their own shipyards, on the condition they invest in and train workers at U.S. shipyards, with the rest of production shifting back domestically over time.

Trump has previously complained publicly that electric catapults are 'too complex' compared to steam systems.

Reverting to decades-old steam technology because the president finds the newer system too complicated is not usually how naval engineering decisions get made. Outsourcing warship construction abroad while tariffing drones for the same allies is the kind of contradiction that only makes sense if consistency was never the point.
