The order also temporarily allows foreign shipbuilders to build up to two American warships in their own shipyards, on the condition they invest in and train workers at U.S. shipyards, with the rest of production shifting back domestically over time.
Trump has previously complained publicly that electric catapults are 'too complex' compared to steam systems.
