EU chief proposes a European Security Council with partners including Ukraine, Canada, and the U.K. — plus a threat-alert system independent of NATO

European Commission President Ursula von der Leyen proposed a European Security Council bringing together EU leaders with counterparts from Ukraine, Canada, Norway, and the U.K., alongside a threat-alert mechanism independent of NATO, in her annual address to the European Parliament. Under the proposal, all 27 EU states would begin consultations if one member activates the alert system, meant to complement rather than replace NATO's Article 4.

Von der Leyen also proposed Canada become the EU's first-ever associate member, addressing Prime Minister Mark Carney directly in the chamber; EU treaties currently have no such category, though the idea has circulated for Ukraine too. She said the EU would provide Ukraine 'the most extensive support' this winter, including humanitarian aid and help for electricity, heat, and air defenses, as concerns grow over a potential Russian move against a NATO eastern-flank state.

Inventing a whole new council is the EU's answer to almost everything, and this one at least names real partners instead of vague ambitions. Whether an alert system with no legal teeth does more than what already exists is the kind of question that tends to get answered the hard way, usually right after the applause dies down. Canada getting floated as the first associate member before the paperwork for that category even exists tells you which part of this speech was the headline and which part was the homework.
