More than 600 prisoners across England and Wales are being released early, some after serving as little as a third of sentences up to two and a half years, as part of a second wave of the government's early-release scheme meant to relieve prison overcrowding. They are among roughly 4,500 offenders the government plans to free this way. Dozens released in the first wave earlier this month have already been recalled to custody.
The shadow justice secretary called the releases ‘an insult to victims and a danger to the public,’ citing dangerous prisoners going out without tags. A government minister countered that years of insufficient prison building forced the policy, while the Victims' Commissioner is pressing the Ministry of Justice to publish figures on tagging and licence breaches.

✒ FROM THE EDITORIAL DESK
When the people being let out start getting called back in before the ink dries on their release papers, that is not a policy working out the kinks, that is a policy built on a foundation nobody poured properly. Blaming the last government for not building enough prison cells is fair as far as it goes, but it does not make the current scheme look any less like patching a leaky roof with the shingles from next door. Victims asking for basic numbers on tagging and breaches should not have to ask twice.
