An annual list of the government's worst budget blowouts sounds useful right up until you ask who writes the report and who reads it. Giving identity theft victims one phone number to call instead of a maze is a plain, small good thing, and it is nice when Washington manages one of those without a parade. The boondoggle report, we'll believe when we see it actually shame somebody.
