An editor's letter calling for bold new ideas is the easiest kind of essay to write, since nobody has to actually try any of them. Every few years somebody declares the old order dead and unveils a shiny replacement drawn on a napkin from a 19th-century concert hall. The rest of us will wait to see if the diplomats reading it do anything but nod along and order another round.
