Rep. John James, now the Republican nominee for Michigan governor, introduced legislation to redirect tariff revenue toward manufacturers hurt by the same tariffs, through credits, working-capital loans, and relief for employers facing layoffs. The bill, financed through a proposed “TRADE Fund,” would require at least 35% of assistance to go to small and midsize businesses.
Michigan has been hit hard by the trade war, with one tracker estimating a $27.2 billion statewide impact since January 2025, or about $6,667 per household. James introduced the bill after the House had already adjourned until after the election, prompting Democrats and his gubernatorial opponent Jocelyn Benson's campaign to call the timing a political stunt rather than a serious legislative push.

Introducing a bill to fix a problem the week nobody is around to vote on it is a neat trick if the goal is a press release instead of a law. If a fellow really wanted this passed, he'd have brought it up while the lights were still on in the building. Handing out band-aids for a wound you helped open is its own kind of political theater, and the voters in Michigan paying that six thousand dollar bill will notice the difference between a bill and a bill that gets a vote.
