ISW's Aug. 29 assessment notes Vladimir Putin has now set 15 deadlines since 2022 for Russian forces to capture all of Donetsk and Luhansk oblasts, none of which have been met. The latest, per Ukrainian Deputy Head of the Presidential Office Pavlo Palisa, calls for Russian forces to reach the oblasts' administrative borders by Dec. 31, 2026 — a target Russia's own military leadership reportedly finds unrealistic and wants pushed to March 31, 2026.

Palisa says he considers even that extended deadline unrealistic. ISW separately notes Russian forces are leaning more heavily on foreign recruits, with one Ukrainian brigade representative estimating foreign nationals now make up about 30% of Russian forces in the Sloviansk direction.
