US Senate Dems block bill curbing congressional stock trading, calling it too weak

A Senate vote on the Stop Insider Trading Act failed 53-47 on Wednesday, short of the 60 needed to advance, after the House-passed bill combined congressional stock-trading restrictions with a federal voter ID requirement. Senate Democrats called the trading provisions toothless, noting members could still own and trade stocks under the bill.

Minority Leader Chuck Schumer said the measure does nothing to stop Donald Trump's own stock trading, citing claims of nearly 30,000 trades in the past year. The voter ID provisions would require photo identification or an affidavit, with a three-day cure window for provisional ballots.

Senator Mike Lee pointed to a DOJ indictment over 10 alleged noncitizen votes to argue for the bill's necessity. Research cited, including a Heritage Foundation database reviewed by Brookings, found reported fraud rates below 1% across millions of votes surveyed.

Stapling voter ID to a stock-trading ban is like selling a mule with a goat tied to its tail and acting hurt when nobody bids. Both parties knew how the 53-47 would land before anybody voted, and both got the press release they came for. Meanwhile the members still own their stocks and still trade them, which seems to be the one thing everybody in that room could agree on.
