Yurii Butusov, a UAV company commander in Ukraine's National Guard, told Radio NV that new Armed Forces chief Mykhailo Drapatyi cannot quickly overhaul the military's command structure because the system is fragmented and any new leader spends considerable time just learning what he can and cannot control. Butusov noted the commander-in-chief does not control the money, the mobilization system, or relations with foreign partners, and that some personnel picks are compromises rather than his own vision.

Since his July 21 appointment replacing Oleksandr Syrskyi, Drapatyi has dismissed several officials, scrapped more than 30 outdated General Staff orders, and seen Zelenskyy announce further personnel changes through early September, including a new Ground Forces commander on Sept. 2.
