Ukrainian journalist Roman Tsymbaliuk told Radio NV the newly passed Graham-Blumenthal sanctions bill will not fundamentally alter the war, arguing that if the U.S. genuinely wanted these sanctions imposed, it would have done so already. He noted that significant Russian oil flows through the Black Sea and Persian Gulf are already blocked, suggesting the bill's added authority changes little on the ground.

The House passed the bill 262–159 on September 16, following an 86–11 Senate vote in August, giving the president discretionary power to impose tariffs up to 100% on countries still buying Russian energy, alongside expanded sanctions on Russian military officials, banks, energy firms and shadow-fleet tankers. Tsymbaliuk pointed out the bill mainly targets China, Iran and India as primary buyers, but said international compliance is doubtful.

He argued Ukraine's real priority is weapons deliveries, not legislative gestures, and that the bill simply hands Trump discretionary authority he could already exercise if he chose to. The Kremlin has separately called the sanctions package unfriendly and warned it could complicate peace efforts.

Handing a man a tool he already owned and calling it a breakthrough is a fine way to get a headline without doing much else. Eighty-six senators voted for it, which sounds impressive until you remember the president can simply decline to use it, the way a rake left in the shed does no good for the leaves. Ukraine wanted shells, not a permission slip somebody may or may not sign.
