The House Rules Committee cleared a bipartisan bill, co-authored by the late Sen. Lindsey Graham and Sen. Richard Blumenthal, that would authorize President Trump to sanction Russian officials seen as obstructing peace talks with Ukraine. The measure allows visa revocations and asset freezes on Russian commanders and arms suppliers, plus tariffs up to 500% on goods from Russia or countries trading Russian uranium for oil.

A full House floor vote is expected this week, with Speaker Mike Johnson eyeing a fast-track suspension vote requiring two-thirds support before the chamber's recess. The bill followed a winding path: introduced in April 2025, softened after administration pushback reported by the Wall Street Journal and Politico, and passed by the Senate 86-11 in August 2026.

A bill that hands the president the power to sanction whoever he decides is undermining peace talks is only as strong as his appetite for using it. Congress gets to look tough passing it, and the White House gets to decide later whether tough is actually the plan. That gap between the vote count and the follow-through is where these things usually go to nap.
